Growing the Wealth of the World’s Poor

first_imgThe food crises of the present will seem as nothing to those of the future unless the world brings some urgency and intelligence to managing the planet’s nature-based assets.When world leaders gathered at the UN headquarters in New York two weeks ago to review the implementation of the Millennium Development Goals, one conclusion was crystal clear: the development models of the last century will not serve us well in this one.Today, as many people—two billion—live on $2 a day or less as did two decades ago. Yet by 2050, not only will the world’s population grow by half again to nine billion people, but climate change will intensify the challenges pervading daily life for the rural poor—accessing adequate food, water and productive farmland, and surviving natural disasters.Three quarters of the world’s poorest citizens live in rural areas and rely on nature’s productivity to an extent perhaps forgotten by many urban dwellers, especially in the developed economies. Their future will be inextricably linked to the way national and international policies manage or mismanage the environment and the nature-based services it provides.These services are under assault as never before. From forests and wetlands to soil fertility and fishing grounds, ecosystems are degrading at an unprecedented rate—a reality brought into stark focus by the 2006 Millennium Ecosystem Assessment.The world’s cities can’t be expected to—nor can they—absorb the sheer numbers of environmental refugees fleeing increasing resource scarcity. Yet unless aid donors and development policymakers shift course, this is exactly the kind of scenario that may unfold.We are however not without choices or promising options, according to the new World Resources Report 2008: The Roots of Resilience. If world leaders were to visit Nigerien villagers tending vibrant bands of trees along the borders of the Sahara Desert or fishermen drawing full nets from restored wetlands in Bangladesh, they might feel renewed hope and inspiration.Two decades of experience—in the field, at institutions including the United Nations and the World Bank and within the international NGO community—have incubated new ways for poor people to make a sustainable living.Part of that experience demonstrates that community-based, natural resource management enterprises can, to a significant extent, meet the twin goals of overcoming poverty and countering ecosystem degradation.Given adequate decentralization of resource rights, and financial and management support, such initiatives can generate the kind of community-led economic, social and environmental resilience that will be central to meeting the challenges of an over-consumptive and climate-constrained world.World Resources Report 2008 highlights some inspirational examples. The greening of the Sahel in Niger through a people-led tree planting movement; watershed restoration in India’s Maharashtra State; the establishment of wildlife conservancies in Namibia and of sustainably managed, community-owned forest concessions in Guatemala.Incomes for local people are rising as a result of all these enterprises. The nature-based assets which underpin these financial flows are also being improved, reversing decades of degradation and holding out the promise of a renewable source of wealth.Even more significant, these are not one-off achievements. The watershed example in India may have started in one village. But some 500 are now following the same sustainable path. In Namibia, in just 11 years, nearly 15 percent of land cover has come under sustainable conservancy-based management.What can be learned from all this? One abiding lesson is the need for supportive government policies to foster local initiatives. Another is the need for engaged and sometimes patient donor-country backing. A third is the opportunities provided by scaling up sustainable development solutions which are clearly working—both within countries and across regions.Community-driven, nature-based enterprises will not overturn poverty everywhere. But if the world is to build the resilience of vulnerable communities to cope with climatic and other shocks, then income-generating projects that balance the needs of people with the conservation of nature-based assets will be paramount.It is high time that the international community fast-tracked these into the center stage of development policy. By doing so, countries can bring a new level of seriousness, commitment and creativity to the poverty-related MDGs while also addressing the oft-neglected MDG 7—ensuring environmental sustainability across the globe.last_img read more

Sri Lanka appoints new intelligence chief

first_imgColombo: Major General Ruwan Kulatunga will be Sri Lanka’s new chief of National Intelligence after President Maithripala Sirisena sacked his predecessor for blaming him for failing to avert the Easter Sunday terror attacks. Kulatunga would replace Sisira Mendis, a retired senior police superintendent, who was sacked by Sirisena after he testified before a parliament select committee formed to probe the Easter bombings that targeted three Catholic churches and high-end hotels, killing 258 people. During the inquiry last week, Mendis testified that the April 21 attacks could have been averted and also said that President Sirisena had failed to hold regular security meetings to assess the threat from Islamic radicals. Also Read – ‘Hong Kong won’t rule out Chinese help over protests’Mendis, in his testimony, mentioned about the prior intelligence of the attacks and the official negligence in averting the series of blasts. Sirisena, who is also the Minister of Defence, last week claimed that he had sacked Mendis before he appeared for the enquiry. Earlier, Sirisena had suspended police chief Pujith Jayasundera and Sirisena’s top defense bureaucrat Hemasiri Fernando after the bombings carried out by the National Thowheed Jamaath. Pilots in midair collision over Quebec mall didnt respect altitude rules TSB

first_imgMONTREAL – The Transportation Safety Board says two pilots involved in a fatal mid-air collision over a busy suburban Montreal shopping mall in March 2017 weren’t adhering to altitude restrictions.In a report released Wednesday, Canada’s transport safety watchdog says neither pilot respected restrictions set out by air traffic control at nearby St-Hubert Airport.Both pilots were flying solo.A Cessna 152 operated by a pilot undergoing commercial training with Cargair was returning to the airport from a training session and collided with another Cessna 152 that had taken off from the airport.The planes collided 457 metres above Promenades St-Bruno, with one pilot killed and the other one seriously injured.One plane landed in the parking lot while the other crashed on the roof of the shopping centre.The Cargair plane descended 30 metres below its restricted altitude level of 488 metres while trying to fix a telecommunication issue, while the other plane climbed 121 metres above its restricted level of 335 metres, colliding with the Cargair plane from below.Neither pilot saw the other aircraft.The board said both pilots were international students enrolled in flight training.While neither pilot had English or French as their mother tongue, investigators say both had proficient English assessed as “operational,” meaning they met a minimum international proficiency level to be able to communicate with air traffic control.The TSB says its investigation also found that air traffic control is complicated at the St-Hubert by four flying schools and a varying level of flying skills and language proficiency among the student pilots.And the probe showed that Transport Canada’s verifications of aviation language proficiency training is strictly administrative.Following the crash, Transport Canada published a safety alert recommending schools ensure student pilots have their language proficiency tested before their first solo flight.last_img read more

He also has racked up a team-high four sacks. Bosa was named a co-defensive player of the game by Ohio State’s coaching staff for his performance in the Buckeyes’ 39-38 win against Penn State Saturday. Bosa only had one tackle versus the Nittany Lions, but head coach Urban Meyer said during Monday’s press conference the defensive end also had seven quarterback pressures. Late last year, AOL further confirmed its aspirations in this direction by purchasing Michael Arrington‘s Techcrunch network for $25 million, and now they’re following it with an even bigger acquisition: AOL has just bought the widely read liberal blog site The Huffington Post for an astonishing $315 million.The acquisition was led by AOL CEO Tim Armstrong, whose attempts at re-inventing AOL as an editorial company primarily driven by advertising revenues have been controversial, with some describing AOL’s new blogging initiatives as being akin to the creation of content sweatshops.It appears Armstrong met a like mind in Huffington Post co-founder Arianna Huffington, with the New York Times describing their relationship as one in which they were finishing each other’s sentences within minutes of meeting. “It was really amazing how aligned our visions were,” said Huffington.The acquisition of the Huffington Post will result in a big promotion for Huffington, who is now in charge of the newly formed Huffington Post Media Group, which will hereby be responsible for all of AOL’s editorial content, including popular blogs like Engadget and Techcrunch.There’s a great deal of concern that AOL — which has historically tried to remain apolitical — will suddenly become left-leaning in nature, but Huffington on her part says that her own partisan political stance won’t affect editorial.The bigger question, perhaps, is whether or not the deal will do anything to turn around AOL’s fortunes. While the Huffington Post enjoyed its first profitable year in 2010, AOL is closer to being put on life-support than ever, having eliminated almost a third of its staff last year. Vancouver boys death at dentist ruled drug intoxication

first_imgA 4-year-old Vancouver boy died of multiple drug intoxication after receiving anesthesia during a dental procedure in March, the Clark County Medical Examiner’s office announced Friday.Mykel Wayne Peterson died March 10 after undergoing dental work at Must Love Kids Pediatric Dentistry, 601 S.E. 117th Ave., in Vancouver. The medical examiner’s office determined multiple drug intoxication from anesthesia used for the restoration of cavities was the cause of the boy’s death. The manner of death was natural, according to the medical examiner’s office.Soon after the boy’s death, the Washington State Medical Commission and the state Dental Quality Assurance Commission launched investigations into the providers who treated Mykel.The medical commission investigation is ongoing. The dental commission investigation has been completed. The findings are now before a review commission that will determine the next steps, said David Johnson, a state Department of Health spokesman. There is no timeline for when a decision will be made by the review commission.Cases with completed investigations will either be closed or statements of charges will be filed, which could lead to disciplinary action against the providers.In the meantime, the providers can continue to see patients, and the pediatric dental office remains open. Police say he had traveled to Taiwan after learning he was being investigated.Wilson was arrested Friday at a hotel in Taiwan by local police. He is facing sexual assault charges in Austin, according to a statement from the U.S. Marshals Service.Authorities said Wilson met the girl through the website SugarDaddyMeet.com. According to an affidavit, the girl said they met in the parking lot of an Austin coffee shop in August and then drove to a hotel. The girl told investigators that Wilson paid her $500 after they had sex and then dropped her off at a Whataburger restaurant.“We are glad that Cody is back in Texas again where we can work with him on his case. That’s our focus right now,” Wilson’s attorney, Samy Khalil, said in a statement Sunday night.Wilson is the owner of Austin-based Defense Distributed. Nineteen states and the District of Columbia had sued the Trump administration to dissolve a settlement it reached with the company over allowing it to disseminate its designs for making a 3D-printable gun. The lawsuit by mostly Democratic state attorneys general argued that such weapons could be used by criminals or terrorists.A federal court last month barred Wilson from posting the designs online for free. He then began selling them for any amount of money to U.S. customers through his website.Wilson, a self-described “crypto-anarchist,” has said “governments should live in fear of their citizenry.”Law enforcement officials worry the guns are easy to conceal and are untraceable since there’s no requirement for the firearms to have serial numbers. However, two-thirds of the world’s population is without access to it, according to World Health Organization (WHO) estimates. The WHO further estimates that there is a need for one diagnostic imaging machine for every 50,000 people. WHIA’s vision is to facilitate the deployment of 20,000 of these systems worldwide, thus providing one billion people with access to diagnostic imaging. Access to imaging may be life saving. As Mladen Poluta, Director of the Healthcare Technology Management Program at the University of Cape Town, explains, “HIV-positive patients are at an increased risk of contracting (pulmonary) tuberculosis, which can be diagnosed quickly with a chest X-ray. Even those on prophylactic TB treatment require chest X-rays. Given the large disease burden associated with TB and HIV, in particular, cost-effective and sustainable imaging solutions at the primary level of healthcare – with telediagnosis as an added value extension – will result in significant gains in the quality of care delivered, thanks to earlier diagnosis and commencement of treatment.” WHIA intends to fulfill its vision by providing a complete, low-cost, sustainable digital imaging solution. Although many of today’s providers can bring low-cost solutions to developing countries, most have been ineffective at creating sustainability, according to the WHIA. As a result, less than half of the approximately 1,500 WHO-approved, installed X-ray systems are in operation today. In addition, many solutions miss capabilities such as clinical site needs assessment, image storage, teleradiology and remote monitoring; all of which WHIA aims to provide for enhanced sustainability of an imaging clinic. WHIA is also working to significantly enhance the benefits of digital imaging by adding next generation functionality and services to its solution. It is concentrating on developing future capabilities that will make it possible for clinics and hospitals to access telemedicine for improved health service delivery; provide a platform that will be used to develop improved tools for computer aided detection and diagnosis; and provide clinics and hospitals with the ability to utilize electronic medical records and offer every patient direct access to their own personal health records. In order to provide a complete solution, WHIA has developed partner relationships with key vendors. Sedecal, a global OEM manufacturer of X-ray systems, has partnered with WHIA to provide the WHO-approved X-ray machine. “Sedecal is honored and excited to be able to join this project,” says Manuel Martinez-Garcia, President and CEO. “WHIA will make a difference in diagnosis and, thus, improve healthcare in developing and remote areas of the world. Sedecal’s commitment is to assist WHIA on the technical side, putting its engineering resources at the disposal of the project and developing the x-ray systems for these special applications.
